Texas Utilities have given the fed the long finger in it's rejection of political requirements. These include the 'Buy America' clause and wage standards. While these requirements are typically politically divisive, Texas is fortunately able to sidestep much of the labor issues due to the lack of Union presence. The 'Buy America' clause could have been a worthy concept to remove the unfair advantage of not having to pay corporate tax that many foreign businesses are not burdened with.
